Bank collapse: tighter controls are called for

Tighter controls over Barnet Council finances are needed after nearly £30 million was sunk into Icelandic banks, say opposition parties.

Barnet is set to lose £27.4m, or £83 per resident, from fixed-term deposits in Glitnir and Landsbanki banks if the British and Icelandic governments fail to agree a bailout plan.

To prevent a similar situation in the future, the council’s cabinet voted last Thursday to upgrade the minimum credit ratings of the institutions in which it can invest.

But Labour group leader Alison Moore said the council needed to do more to oversee deposits and reduce reliance on credit ratings agencies.

“The council hangs an awful lot on those ratings agencies, but in this instance they were found to be wrong.

“For many months these ratings had been qualified in the financial press, so I feel we need a fundamental change in the way investments are carried out.”

Latest reports show 116 authorities invested in Icelandic banks, most of which were dependent on Fitch and Moody’s ratings.

In April, Fitch reduced Glitnir’s long and short-term ratings by one level, but dropped them significantly only on September 30.

Liberal Democrat leader Jack Cohen said the council needed to change its policy of “building its finances around earning interest” after it emerged the money placed in Icelandic banks had been borrowed in 2006 to fund the 2008 Primary Schools Capital Investment Programme (PSCIP).

Because the funds were in fixed-term deposits, withdrawing them early would have incurred costs of ten to 40 per cent of the capital.

Mr Cohen said: “What has emerged from all of this is how dependent the council finances are on earning interest from deposits.

“It seems to be a deliberate policy to make a profit on the money market, but higher rates mean higher risk and such investments must be looked at more carefully in the future.”

Council leader Mike Freer said earmarking borrowing for capital projects was “not the norm”, but was necessary in this case.

“Normally, councils wouldn’t have such a large capital project such as PSCIP, and most councils get a lot more capital from Government,” he said.

“We have to think carefully about how we finance our projects and there was no risk element to these deposits at the time they were made.

“If Labour and the Liberal Democrats were so concerned about them, why didn’t they say something at the time?”

Mr Freer said the council would continue to make medium-term deposits in the future based on credit agency ratings, but welcomed moves by the US Senate to investigate the agencies’ independence.

The leader also stressed the £30m had not been lost and was confident it would be recovered. But he did not discount putting up council tax if it was not.

He added: “There are too many variables at this stage to say one way or another.”

Mike Freer said "there was no risk element to these deposits at the time they were made." How can he possibly say that when they've been lost (or sorry should I say mislaid). There were plenty of warning signs, it's just that Freer's council chose not to look at them. As for his attempt to blame Labour and the Liberals for not asking enough questions, that is truly mind boggling.

When will Mr Freer face up to his responsibility and resign. It seems that even Russell Brand understands this concept better than the leader of Barnet Council.

I think that is a very clear and concise answer and a very honest one and Mike I applaud you for it.

I agree if there had been concerns from other parties then why were they not flagged at the time, it is a little too late to point the finger now.

The big unanswered question is when did Mike Freer take the decision to give the thumbs up to locking away the Council's money for 3 years, in order to get a bit more interest.
It was not a decision taken by the Cabinet Resources Committee, so as the only Cabinet Member with responsibility for financial matters he must have given the green light himself.

From the body language of other Cabinet Members it was clear to me that there were some big bust ups over this in private. The mood was decidedly icy, the meeting had the feeling of the Leader and his Officers pitted against the other Cabinet Members.

The air needs to be cleared. When will Mike Freer submit himself to an in depth video or audio interview on this matter to clear the air?

Dan,
As a Barnet council Taxpayer I am appalled at the way this whole matter has been conducted. I cannot believe any genuine Barnet Taxpayer can be happy and I really can't believe any genuine Tory can be happy with his leadership of the group.

Planted comments like the one above from "East_Finchley_Helen just make Freer look even more ridiculous.

We really need someone to go in with a new broom, clean up the mess and restore faith and trust in the Council. If Freer won't do the decent thing then he should be pushed. He clearly isn't the man for the job as he's completely discredited. If the Tories appointed a new and competant leader, they'd have 18 months to restore a bit of faith and trust. If it goes on like this they stand a very real chance of losing Barnet, against a major national trend, just through disillusionment of their core voters. Engaging in punts on interest rates is not what a Tory (or any) council should do.

Thank you Rog T but I am not a plant thank you very much, I just happen to see both sides of the story whereas you have one viewpoint and that is everything that Mike Freer and 'the Tories' do is wrong, bad and evil.

It is obvious that you are anti-tory from your mad rants on your blog and that you have no single understanding of how the money was invested and why it was done other than titbits from your "friends". Mike freer has said time and time again that the money has not yet been lost and there is alot of emphasis on the word YET.

I hope that the Council get the money back, like you I am a taxpayer but I dont have an agenda, only my own. I hope they get it more than most do in the hope you will apologise for some of your comments!

I don't think everything the Tories do is wrong, bad and evil. I think some of their councillors, such as John Hart in Mill Hill are consciencious and good at their job and I've said it on record. I've also criticised Labour's Dismore and Vis in this paper. I also praised our former Tory MP John Gorst many times for his principled stand on a number of issues. I've even publically praised Brian Coleman here for his stance on Fire prevention following the Colindale fire and for his outspoken defence of JCoSS. I think you'll also find thatmany Tories agree with my views on the Icelandic banks scandal.

I think that shows that I am reasonably fair and objective about such things. As to your claim that you see both sides of the story, where is a single quote from you that hasn't been singularly in support of Mike Freer?

I've read every single piece of information the council has listed publically, I've tried to read every statement I could find from Mike Freer. If you have any further information or any references which show something you think I should be aware of, please post them here and I'll check them.

My agenda is to want the best for Barnet. I only write about what I care about and whne the tories are doing OK in Barnet, such as with education, I'll say so.

I think Freer is a failed leader and that we'd all be better off with someone else. If I were as partisan and blinkered as you suggest I'd be keeping quiet and campaigning for the Tories to keep him as he's a liability and I believe he'll cost them votes, maye the council and maybe the Finchley seat.

As you've just spouted a load of rubbish about me, which I've shown to be rubbish, maybe you are the one who should be apologising, but I guess that is not in the Freerite creed is it?

Your "Wrong, bad and evil" quote is such a good line that I've written a song with that title. As you claim you are actually a real person, if you contact me with your name and address I'll register you as a co writer. That way we can both make a few quid out of your inspired ramblings. When I played it to a certain rather well known person yesterday they were quite interested, so who knows, you may cop some nice chunky royalties.
