Potters Bar residents have voted overwhelmingly against a parish council.
Out of 7,253 returned ballot papers, 4,446 were against and 2,807 were for the establishment of a parish council.
Overall 44 per cent of Potters Bar residents voted on the issue.
One business and one community centre both voted for a parish council.
The result will be discussed at the next executive meeting on November 12 and reported to full council on November 19, when a final decision will be made.
Leader of the council, Morris Bright, said: "I am particularly pleased at the very high turnout and consider that this was an excellent exercise in local democracy and community engagement.
"The council has always made it clear that we would abide by the results and listen to the voters in Potters Bar and that is what we intend to do when this matter is brought to council on November 19.
"The people of Potters Bar have spoken and it is our duty to listen to their wishes."
